Being as to my plan did not survive meeting my fellow bright minds of the Council, I hereby support the Foreign Ministry plan. It is the most comprehensive of our plans to establish the USSR as a bastion of culture and insight.

Since the Foreign Ministry plan lists countries like Mexico as our immediate targets of World Revolution, while dropping other more obvious countries like China (their Communist Movement has even it's own state), I'll consider it grossly unrealistic, an more some wishful thinking than reality.
Therefor I'll vote for the SoI plan.
Comrade Rakobolskaja, I'd like to note that in the pre-dispositioned plan sets, there is no obvious choice to back the Chinese communists, besides, I thought we were already going to support Mao? That was a given.

Unfortunately Comrade Petrova Mexico and Tokyo are completely unrealistic goals unless we invest heavily in a modern navy. Many of our fellow commissars have already expressed opposition to doing so. Several even oppose building a few transports. The expense involved in trying to subvert the Mexican government to our cause was prohibitive in my own humble opinion. The MSoI plan was the most realistic while being in line with both our short term and long term goals to spread Communism to the world.
Comrade Petrova, the statement wasn't centered around China. It was centered around goals like bringing world revolution to mexicans - a noble wish (probably something to send in the TV), but nothing else (at least at the moment). The same goes for the goal to conquer Japan - either we must rely on the allies, stupid enough to beat the IJN, while not invading their homeland for ages, or we must rely on the Germans being the personification of stupidness.
Even if we succeed - don't you think the Capitalists will use their army to bring capitalism to them again?
Though, none of us here would be surprised at German stupidity, would we? Perhaps if the coming war in the west goes well, we can bring freedom to the oppressed workers of Mexico and Japan, but otherwise, I agree. Those targets are simply unrealistic.

I've added the save to the front page; essentially, I dropped a heavy cruiser tech for light tank reliability; scrapped the three BBs and one CA; built ten armored divisions (2 x LARM, 1 x MOT, 1 x MOT AA). I'm also in the process of updating the OP with links to all the character profiles.
