Thank you Comrade General Vatutin for the briefing regarding the importance of the Red Army. I agree that our divisions should be given adequate arms and equipment as a priority, so that they may continue to defend and later spread Socialism. Comrade Zaitsev brings up a good point though, the current plan neglects our navy. The navy has always been a friend of the Revolution; if any member of the Bureau wishes to be reminded I am sure we could organise a screening of Eisenstein's great work Battleship Potemkin. My concern on this matter is not just ideological though. I know it is not within the 10 Year Plan to spread Socialism to the Americas but we will need a powerful navy at some point if the Revolution is to spread, with support, across the seas. Our own Revolution proved to us that the Reactionaries will do anything they can to keep navies out of the hands of Socialists. Therefore I feel that it is best, from my perspective overlooking Ideological Purity, that some resources be kept going into our navy so that its knowledge and traditions may survive until such time that it becomes again essential for Revolution to spread.
Again regarding the matter of industry, may I ask why STAVKA has responsibility for selecting the sites of new factories? Should that not fall under the jurisdiction of the Commissariat of Industry?
