I thought I may have already voted but I cannot remember so therefore at the risk of repeating myself I vote in favour of Comrade NK Yagoda's NKVD plan. There is not much tech worth stealing from the imperialist West at this time and the plan is good.

I have passed on my comments regarding the Laws to Comrade Sokolov who said that he would look into whether my observations were correct. I think the issue can be resolved by clarifying what is meant by economic mobilisation but I will await his reply.

As I said earlier, I am willing to accept the role of People's Commissar for Ideological Purity, as we need an experienced hand guiding this new ministry. If I receive the position, I shall relinquish my Commissariat for Agriculture, and we can then decide who shall receive it. I've a few thoughts/complaints/wishes on your Tech proposal:
(1): Marine Infantry - don't research them - they aren't essential for SOV, while they can pretty easy be licensed from USA/JAP and having only one technology attached to them (amphibious equipment, granting a 10% amphibious attack bonus to MAR); Unless your going heavily naval, MAR is simply not worth to invest the LS buck for selfresearch.
(2): Education - if you want to research ahead of time, assign slots according to the following prority list:
Electronic Computers (researching Mechanic Computers first ahead of time doesn't change the priority)
IC Efficiency
Education
Mechanized Infantry (including the techs you need for them)
Mechanic Computers
Meaning: Education isn't the best choice to bolster our technology with one technology oriented ahead of time slot (if you do that consistently from '36 onwards, while keeping Research Efficiency up to date, you'll have more LS than necessary in late '44).
(3): I guess 'MT' means medium armor (ARM).
(4): I request heavy plane techs (TRA and STR enablings for now)

Comrade Commissar of Defence, I have had some time to study your proposals.

1. Marine Infantry is placed in the end of queue. It is merely a placeholder so that the research slot is occupied if previous projects finish before the 6 months of the proposal. I will change it to something if there is no intention to utilise them. Although I may put them back in the queue some other time as placeholders.

2. We do not intend to research ahead of time all Education techs. It is just this one. Regarding Electronics Computers we have done some calculations and the benefit is marginal and quite difficult to "cash it". As opposed to Education which has a direct impact on the leadership pool, El. Computers affect all projects. Roughly we save 60 days on average (for 20 research projects), which is 1/3 of the average research project (roughly). In any case there is no intention of making research ahead of time a habit.

((The estimates are very very rough i.e. I assume that the average project takes 180 days to complete. I had some calculations but most of them were on the browser and now are gone . Still, I only calculated for the next project. As I said I don't intend to research ahead systematically. ))

3. Yes it is Medium Tank.

4. Acknowledged. We will start working towards the required techs for heavy bomber planes. However, doctrines for heavy bombers will have the least priority. The research plan is over-stretched as it is now. Regarding aviation the priority in doctrines is Interceptors >> Light Bombers (CAS) >> Heavy Bombers (STRA).

Comrade Smilyvyўenko ((DensleyBlair)) has served me well the past couple of months. His zeal as a General Prosecutor and as a Socialist are unmatched. He would, in my eyes, make for a fine Commissar of Ideological Purity. However, he is too junior, only having arrived in the Politburo 6 months ago, and I don't want to lose him yet.

A more senior candidate member, who has more than proven himself in his function, is Comrade Teterev ((SirktheMonkey)). His activity in our political discussions and the good work he has done to ensure our security makes him the best candidate for the job. Therefore, I nominate Pavel Pavlovich Teterev for the new position of NK Ideological Purity. I hope you all see that he would make for a great colleague.
