red, I've a few thoughts/complaints/wishes on your Tech proposal:
(1): Marine Infantry - don't research them - they aren't essential for SOV, while they can pretty easy be licensed from USA/JAP and having only one technology attached to them (amphibious equipment, granting a 10% amphibious attack bonus to MAR); Unless your going heavily naval, MAR is simply not worth to invest the LS buck for selfresearch.
(2): Education - if you want to research ahead of time, assign slots according to the following prority list:
Electronic Computers (researching Mechanic Computers first ahead of time doesn't change the priority)
IC Efficiency
Education
Mechanized Infantry (including the techs you need for them)
Mechanic Computers
Meaning: Education isn't the best choice to bolster our technology with one technology oriented ahead of time slot (if you do that consistently from '36 onwards, while keeping Research Efficiency up to date, you'll have more LS than necessary in late '44).
(3): I guess 'MT' means medium armor (ARM).
(4): I request heavy plane techs (TRA and STR enablings for now)

As for the tech stealing discussing, it's basically useless for SOV. Tech stealing is a three step mechanic:
(1): The game decides if you get a chance to steal something (depending on eff spies, espionage efficiency, target counterintelligence).
(2): All techs, the target has get in a pot, and you draw one.
(3): If the target has a higher level than you in the tech you've drawn, you steal it (in a fourth step there is the decision made, wheter you get publicly announced for steling techs or no, but that has no effect at all - not even in multiplayer) - if the level is the same or lower you don't steal it.
Tech Stealing is basically only worth the leadership, if your techs are lower than average in almost every field (while we've ugly Naval techs, we're pretty much up to date on the rest), or if your target has for whatever reason zero priority in counterespionage (which means you've just to place ten spies there).

As it is for Comrade Pasternak's proposal, it is not considered the optimum by Defense. Defense is not against the position itself, but against it's possible candidates. To convince people of our glorious cause, you'll need a Comrade who's best at writing - for the reactionary tsarist scum we've NKVD and Justice - they cannot convinced, since this are the guys who've profited from the serfdom in the tsarist times. Since the proposed ministry is more to tell naive follower how great the revolution is and how shitty all that facist/capitalist/tsarist scum is for most of the people (anything other than the revolution brings a wonderful life to some, but only at the cost of most), I propose to elect the editor of Pravda to full member. ((While this won't change the position at all, it would most certainly add flavor to it. However, if the majority calls for Ideological Purity, I won't oppose it (meaning: if we get five votes in favor, I'll abstent voting, and therefore pass the decree).))
Comrade Yagoda's proposal is the same - he hasn't called for voting.

I haven't casted a official vote on Comrade Pasternak's proposal, since it's not open for voting. Your call for voting is irrelevant in this case, since there's no law determining who can make a proposal ((aside from the posting ban of all non-players from the admin thread))(it's not even law, that a proposal needs to get supported by a full member before voting is called, or that a proposal belonging specifically to a NK (like budgets, excluding trials), can only be made by the regarding NK - law allows a counter-proposal from every politburo member). However, there is a clear law on who is able to call voting - the presenter himself; in this case that's Comrade Pasternak, if he doesn't call, there is never a voting, and therefore never a decree (unless someone else copies his proposal, posts it as his own proposal, and calls voting).

If you can keep the public press in our favor, we can drastically accelerate the gain of national unity by enacting the Free Press law. However if we get negative press, the effect will turn against us ((basically there is no real reason to have not Free Press during peace, unless your at 80 NU or higher (80 is the highest NU border for laws) or you neglect raising your NU at all, since the only real negative effect on NU in peace is Fractured Government with meager -0.05 - countered by one day of full priority National Unity raising per month.)).
