Firstly congratulations on your elevation to the Politburo. Although I would caution the extent to which you may choose to emulate the work of the late Comrade Hrynko.

As has been foreshadowed in earlier meetings of the Politburo before your time, it is expected that by late February 1937, our National Unity will reach a stage that we can introduce new Laws which will radically increase our Factory output. I suggest that you either work on some projections of the impact of the Laws into a pre and post Law budget, or alternately that you seek an indulgence of the General Secretary to allow a mini-budget to be introduced once the Laws are passed.

Well, while Hrynko was a Counterrevolutionary, I cannot see why a simple layout like this could be counterrevolutionary.

As for the laws: I suggest implementing them as soon as possible. Since that's the job of Comrade Sokolov, I suggest that Comrade Sakharov proceeds with his normal budget, and Comrade Sokolov calls him for a post-law budget as soon as the laws are approved in here (Defense budget will not rely on fixed numbers anyways).

it's nice to know that the NKVD has the need for some transport ships. However it's neither the time for such proposals, nor the right person. As you probably know, constructions of any kind are the business of the People's Commissariat for Defense. Your knowledge probably also includes, that I'm not a friend of the naval prestige projects some NK's propose. The only real return, these projects give is personal prestige.

Comrade you misjudge me. I care nothing for "prestige". I care only for the final victory of the party over the bourgeoisie. The transports are for a more effective use of our military power.

You may assume that militarized laws will be passed as soon as the mindset of our People allows it. Productivity is a great good and I am sure you'll be able to use the extra factories allocated to your department well. The Commissariat of Justice is currently considering an extension of the draft period as well - advice from Comrades Rakobolskaja and Vatutin regarding their future need for raw recruits and their current need for officers would be appreciated.

Comrade NK Sakharov, I agree with Comrade NK Yagoda that reinforcements can be kept at around 1.0 to 1.5 band until war appears likely in the next 6 month, which it does not at the present given the level of our neutrality. I would also add that I will support your latest version of the budget and congratulate you on a job well done.

Comrade NK Sokolov, I would be in favour for introducing a draft instead of the present volunteer system so that the troops stay as long as possible in the system. I would not put any leadership into officers at the moment as that can wait until we have lengthier draft periods and the appointment of new officers can be done on fairly short notice before any anticipated conflict. I will leave the issue of what to do with the new recruits to Comrade NK Rakobolskaja to address.

While I approve Full Mobilization of our Industry as soon as possible, I'm heavily against the enactment of a draft. ((As of now, we've more than enough MP in our pool. Any draft will make new divisions more expensive, while having no real benefit from manpower nobody can use.))

My subordinates have created some greater scale operational plans against a possible fascist attack from the west. The best of this plans requires the use of transport ships, as well as the ability to block the Bosporus for the fascist menace. If NKVD is able to guarantee me that it's possible to bring revolution to Turkey till Summer '40, Defense will begin the construction of four transport ships at any date you order us to do. If we cannot block the Bosporus, these transport ships can only win wars - against countries who've already lost - sooner. If we can block the Bosporus, these transport ships will enable us to pocket about one third of the fascists front. The former is more a prestige project - with little to no real gains - while the latter has really high possible gains.

1. The waste of factory usage was an oversight on the part of some factory managers. They have been suitably punished. ((In reality, the 10 wastage occurred right after the last few tank divisions were finished, so I forgot to add more. Plus, I wasn't sure if you wanted to continue with LArm or move onto ARM).

2. All military training remains your province, although the draft belongs to Comrade Sokolov.

At this point, I would like to hear from Comrade Sokolov regarding which laws he proposes adjusting.

If you'd read my decree right, you'd have seen, that your doubt about ARM or LARM was unnecessary, since I ordered to have two tanks on top of the queue and to fill everything else with IC (two tanks are already in the queue, so the ten IC would've gone into 2 additional IC).
