Firstly I support your revised Research Plan. I understand the reasoning behind the change in priority for the various items so that we can exploit the Americans' generosity by researching new equipment now and new doctrines later.
I also support the general principle behind the Leadership Plan. I agree with the 105% threshold for shifting away from officers to research.
My only suggestion is an unusual one which would best be commented on by Comrade Petrova as well. I would ask that we allocate 2 teams, from the officer allocation, to diplomatic work for the specific purpose of encouraging Sweden towards our cause. At the moment, the Germans are exerting influence over the Swedes, presumably for their resources and possibly to open a Northern front against us. The Swedes are nowhere near joining the Axis but they are moving away from the Western Allies. Sweden is still sufficiently close to us that if influence is exerted, over an extended period of time, and with the anticipated further decline of the Germans over the medium term, we should be best placed to add them to our strategic assets without the need to consider a Finnish solution. The impact on officer output will be minimal over the next 3 months as we approach 105% given the abundance of resources otherwise allocated to officer training, whereas it would be best to start work on Sweden sooner rather than wait until after we have crushed the Hitlerites, which may take another 6-12 months.
