Comrade Stalin the "-" is just an indicator that the projects after the line are backups (in case there is free research). Based on the leadership allocation and comrade Vatutin's calculations regarding the officer corps I don't expect projects 20+ to be researched.

Firstly I support your revised Research Plan. I understand the reasoning behind the change in priority for the various items so that we can exploit the Americans' generosity by researching new equipment now and new doctrines later.
I also support the general principle behind the Leadership Plan. I agree with the 105% threshold for shifting away from officers to research.
My only suggestion is an unusual one which would best be commented on by Comrade Petrova as well. I would ask that we allocate 2 teams, from the officer allocation, to diplomatic work for the specific purpose of encouraging Sweden towards our cause. At the moment, the Germans are exerting influence over the Swedes, presumably for their resources and possibly to open a Northern front against us. The Swedes are nowhere near joining the Axis but they are moving away from the Western Allies. Sweden is still sufficiently close to us that if influence is exerted, over an extended period of time, and with the anticipated further decline of the Germans over the medium term, we should be best placed to add them to our strategic assets without the need to consider a Finnish solution. The impact on officer output will be minimal over the next 3 months as we approach 105% given the abundance of resources otherwise allocated to officer training, whereas it would be best to start work on Sweden sooner rather than wait until after we have crushed the Hitlerites, which may take another 6-12 months.

We could consult comrade Petrova on the matter, but I don't understand why should we waste precious resources on this, since we can force a change in government ((puppet)).
If it assists, my reasoning is that we should reach the 105% threshold by end of March or early April regardless of the 2 officer teams. We will be at least another 6 to 12 months fighting the Germans and their cronies. Any attempt to bring Socialism a la Finland won't be an option until about September whereas we could have obtained this objective diplomatically by that time to allow us to use our SSR and the navy elsewhere by that time. The end result is the same. I am merely suggesting for a small investment of diplomats, we could use our forces more profitably elsewhere.
Having more diplomats at my disposal would be beneficial for the Soviet Union, however, we are in a state of war, and at the present time, there is not much major diplomatic coups to be held. While it is always good to re-enforce our... "friendship" with Washington and London so long as we fight the fascists, I am not in dire need of more men on my diplomatic corps.

((Note: I do not think Sirk is participating in this AAR any longer -- PMed him no response -- so if he doesn't post in the next day or so, we'll start looking for a new NKVR. If you're a candidate member, this is a great opportunity to become a full one! Or, if you have a dull post and want something more exciting, then that is an option too!))
The Foreign Ministry is dedicated to it's current job and will submit no changes to it's plan for the length of the war. If the war should conclude before the next requested plan, I will submit it.
In response to the NK Defence, the Stavka believes that there is no need to create new land units beyond the Rifle Divisions currently in the queue. We have completed a massive programme which has essentially runs its course ((FTM decision bonus will be finish soon)). Whilst not in desperate states, our manpower has been run down in undertaking this programme and Stavka would prefer shifting to more technologically based and less manpower intensive production. In particular, the Stavka is desirous of using the American industrial gift to construct aircraft to bulk out the VVS, especially in Asia.
Whilst not exhaustive, the Stavka would suggest at least 4 multi-role fighter groups for the 2 Bomber Groups attached to 3rd Shock, 2 lots of 4 Strategic Bombers groups for use against Japan in the long term (12 months time), and possibly 2 lots of 2 Air Transport groups to indulge General Alksnis' obsession with jumping out of planes (on the basis that these take so long to build that we will have time to research the doctrine of jumping out of perfectly good plans by the end of 1941). Additional Close Support groups and Multi-role fighters can be built to fill any short fall to be assigned to the Far East commands.

Are our intercepting capabilities sufficient? Launching new bombers and transport planes without cover could be suicidal.
The Strategic Bombers and Transports will be given multirole fighters for escort given their superior range over interceptors. As the larger aircraft will take over a year to build, and the escorts take about 110 days, we can afford to stagger the production of the latter to the second half of 1941.
