The only special request of Stavka is that the units of the 100th Garrrison Corps, which were sent to the Eastern Direction, be upgraded. There are 3 Garrison Divisions which I would request the Garrison regiments be upgraded to Mountain regiments, and a Cavalry Division with 2 Cavalry regiments which I request be ugraded to 1 Medium Tank and 1 Motorised regiment. The reason for this is first to provide better equipment as the garrison TO&E has not kept pace with the regular army, and secondly to create a Theatre reserve - the Mountain Divisions will be deployed with 1 across the strait to Sakhalin Island and 2 in Vladivostok to provide a quick response force to any unexpected incursions from the Japanese. The converted Cavalry Division will ultimately form the basis of a 4th Shock Army to be deployed in Asia. Stavka would also ask that these conversions be given priority to the top of the queue as there may be a need for their services sooner rather than later.
As to the rest, the balance of the Self-propelled Artillery and Tank Destroyers already on order will take up the bulk of production for the next six months. I would suggest including an order for 4 Interceptors at the bottom of the queue to use any excess IC capacity. I am not up to date on these Rocket Launch sites which Comrade Yakushev mentioned but I have no objection to them if he could further explain their utility.
Foreign Affairs

Firstly, I ask that you not take offence to the comments which I am about to make. Unfortunately, due to matters of state security as will become apparent, I have not been able to discuss the full details of Stavka's plans for the next 6 months. It is only for that reason that I raise some points which diverge from your draft plan.
BALKANS - Stavka agrees, and in fact regards it as imperative to future operations that we act immediately to bring Socialism to Yugoslavia. As it is proposed to use their rail network to transport supplies in future operations, it is necessary to annex their state, as in the manner of Romania, rather than puppeting.
As to Greece, it is Stavka's view that the strategic benefits are outweighed by tactical detriment at this time. Greece is very close to the Anglo-French capitalist bloc. They are likely to move even closer once we liberate Yugoslavia. It is more probable than not that although we could overrun the Greek defences in 2 months, their government would align with the Western Allies before we had a chance to impose a peace on them, and that as a result, they would continue with the war, except this time with the backing of the capitalist Great Powers. Ultimately this is a confrontation which we will have to face. However, it is the view of Stavka that this is a fight for a later date once a more immediate threat to the Soviet Union is finally disposed of. Therefore, Greece should be left alone at this time.
MIDDLE EAST - Stavka has no objections to an attack on Persia and the 2nd Mountain Corps has be entrained to the Persian border to further this goal. Stavka estimates the Persian campaign will take the better part of 12 months to complete - there is no meaningful opposition but the road network is atrocious and the distance is vast. Stavka sees no strategic benefit to Afghanistan - in any event this opportunity will not arise until after Persia is conquered which will not be until the later part of the year.
ASIA - Stavka is agreeable to the plan as proposed. As will be apparent from the strategic plans to be disclosed later, steps have been taken by Stavka to help bolster the defence of the Eastern Direction with the dispatch of the 4th Army with 4 Rifles Corps, in addition to the 100th Garrison Corps referred to above.
EUROPE - As already alluded to by Comrade Malenkov, Stavka does not believe military resources should be diverted to Sweden and Norway at this time. If the Germans chose to attack first, Stavka would be the first to celebrate as any German Division in Scandinavia will be one less Division to defend Germany. Which is the exact reason why Stavka does not wish to lose any of its troops to theatres which pose no immediate threat and which can be dealt with at our leisure once the main threat is disposed of. Which leads me to...

I will outline the planning of Stavka in due course when it is our turn to present to the Politburo. And it may be that the relevant preconditions may not present themselves over the next 6 months to June....
However, Stavka asks that the Foreign Affiars Bureau consider the implications of including an authorisation to.... attack Germany.
