Biography:
Born into a family of petty nobility Konstantin lived a charmed life even as Romania fought and suffered in the Great War, and was able to afford good schooling. It was while studying at the University in Bucharest as a young man that he turned Communist and repudiated the Romanian monarchy. Like others of his ideological bent he was public about his ideology but was forced to flee the country to the USSR after his name caught the eye of palace officials. While in exile in Moscow he mainly stayed out of politics and dabbled in writing; pioneering the literary style of Soviet Realism and authoring several ideological works influenced by French theorist Paul Lafargue, defending an orthodox Marxist interpretation of the socialist worldview. He joined the Red Army shortly before the Liberation of Romania and participated in the war, during which he saw action in the Capture of Ploiesti and the repeated later assaults on Bucharest. He was well placed to assume power in the aftermath and had kept abreast of the world of Communism within Romania although there was an intense rivalry between the "Prison faction" of those who had been incarcerated under King Michael and the "Soviet faction" of those who fled to exile. Konstantin managed to gain control of the Soviet faction and be appointed as President of the Presidium as the position of General Secretary of the Romanian Communist Party went to Gheorghe Gheorghiu-Dej. He has since served in his position for a couple months although he longs to transcend petty politics in Romania and enter the Politburo.

After the demise of the scheming Yagoda, many of his sponsored creations have rightfully fallen into dispute; such as the Commissariat for Ideological Purity. It is the position of this paper, however, that the Commissariat for Ideological Purity served and could continue to serve the Soviet revolution in a useful capacity when properly autonomous of the influence of traitors and schemers.
The proper and well-informed interpretation of Socialist thought and dogma is continually vital to the operation of a Revolutionary state such as the USSR. As quoted by Friedrich Sorge:
“He who declares himself an enemy of Communism declares himself an enemy of common interest, an enemy of society and mankind!"
and so it is. But measures must be taken to ensure the ideological scientific purity of Communism in order to guard against her sabotage by elements claiming to work in favour of the Revolution. Take, for example, the works of A.K. Voronsky and his paper "Communism, the Church and the State" and their argument for allowing the freedom of worship. A closeted reactionary, dressed in clothes of Socialism and the party could claim that the passage:
"On the contrary, this measure, which removes one set of privileges, returns genuine freedom in the choice of religion. We fight against priests because of their counter- revolutionary activity, and not because they believe in God."
argues in favour of a revitalisation of the Church and of religion when in fact Voronsky advocates for the gradual destruction of religion though the natural scientific processes of Communism. Such deviancy may be painfully transparent to those familiar with the ideological framework of the early Bolshevik movement but those who have only a basic understanding of correct Socialist methodology may, in their zeal, be quietly subverted for the forces of Counterrevolution. This could be easily guarded against by the re-establishment of a ministry more exclusively focused on the interpretation of socialist thought; whose task it would be to define dogma and guide the progress of Revolutionary theory.
All proper comrades, as elucidated in Paul Lafargue's The Socialist Ideal, have to constantly perpetuate merciless criticism of the economic, political, historical, philosophical, moral and religious ideas of the capitalist class in order to prepare the triumph of the new ideology which the proletariat has introduced into the world. However this criticism must be undertaken from an informed socialist viewpoint and continuously promoted and refined within the framework of the state, in order to provide a solid framework in which the Revolution can be conducted.
Zinoviev's Theory of The Equality of Rights lays forth the premise that, from the Marxist viewpoint, the Communist Party is the ultimate reunion of all the working-class for freedom from the capitalist yoke. The Communist Party makes use of a whole arsenal of arms to win this fight as the political struggle is indissolubly bound up with the economic struggle.The Communist Party and the Politburo are the advance-guard of the proletariat and must make use of their arsenal; through which the NK of Doctrine (an anyway more correct term over ideological purity) may be their greatest weapon in defining the context of the struggle and the tools used to wage it.
Comrade People's Commissar Pasternak originally proposed these duties for the Commissar of Ideological Purity:
And these duties are, if anything, more important than ever. With the liberation of Romania and the installation of fraternal governments in Turkey and Bulgaria, the dissemination of proper revolutionary materials to our brother nations is an issue of key priority for the continued propagation of the worldwide revolution. The Turkish and Bulgarian governments must be properly equipped with the ideological grounding to guard the revolution in their own nations and ensure the safety of Proletarian idealism from the harmful influences of malingering counterrevolutionary elements.
The education of Soviet youth has always been a task of paramount importance to preserve the Revolution, and is an issue that rightfully the preserve of the People's Commissar for Education, however besides the vital classical curriculum of maths, the sciences, etc. all children and youths must be given access to a proper grounding in the Socialist worldview to the end of turning them into productive citizens equipped to stand against the horrors of deviationism. While the NK for Education would of course be consulted, it would best serve if an expert in ideological theory, working independently of the burdened Ministry of Education, were to formulate the correct dogmatic curricula for the interests of the young and of the State.
Just as important as the education of our youth is the education of the Soviet soldiers, pilots, and seamen who proudly comprise the gloved fist of the International Revolution. While no true Comrade could doubt their unshakable dedication to the ideals of Socialism and Unity, it is imperative that all comrades assisting in the defense of the Motherland and the Revolution through their services in the Armed Forces be kept up to date on the proper ideological manifestations of those ideals which they are so valiantly defending. One must never forget for what they are fighting.
And finally, the duty of keeping track. Although it can be agreed upon that the majority of Soviet citizens are happy within the paradisaical bosom of the Motherland it is only a fool who would not watch for the occasional bad seed intent on infecting the rest of the population. It would be incumbent upon a reconstituted NK for Ideological Purity/Doctrine to keep abreast of the ideological loyalties of the Soviet citizenry and the citizens of fraternal nations and correct for any obvious deviations; whether that means correction in the doctrine itself or in the way that doctrine is propagated. In this way, through a thoroughly Communist method of scientific cultivation according to the principles laid out in works by luminaries such as Makarenko and Vygodsky.
In conclusion, the re-establishment of a similar office to that of the former Ministry of Ideological Purity (cleansed, however, of any unsavoury associations) is vital to the continuing health and advancement of the International Revolution in the Scientific and cultivating spirit of Communism. An NK for Doctrine would be an immense boon to the propagation of the correct socialist spirit and it is very much recommended that such a position be granted serious consideration by the Politburo.

I have no objection supporting comrade Cojocaru for the position of Commissar of Ideological Purity. Due the planned expansion of socialism, specially in the extremely reactionary kingdoms of the Balkan area, we must re-establish this institution. Comrade Cojocaru is a perfect example of the people we will need to lead the struggle against the forces of the Old both in the newfound SSRs and the well established ones.
Although my personal preference lies to works closer to the marxist-leninist thought that those of Lafargue, I look forward working with him in the development of the curriculum for the guidance of workers and bureaucrats alike.

We must exercise caution when exhuming this corpse from Yagoda's era. Perhaps it would be best if matters of foreign loyalty and devotion were left to the Foreign Ministry and minor departments. I cannot speak on behalf of STAVKA, but I would like to point out that for the first two months there will be almost no requirement in upgrades which means there will be free capacity for strategic projects such as Rocket Launch Centre. It is time to "capitalise" ((wink)) our research in the topic and be the envy of the world. Otherwise we risk humiliation and being left behind.

ASIA -- I recommend we immediately embargo the Xibei warlord, We need to deploy forces in Mongolia, or encourage the Mongols to increase their army size to ensure that if he sides against us in a future war, we can bring a swift end to him, preferentially paratroopers, but I shall defer that decision to Comrade Zverev.

I prioritize that we invade Norway as early as possible to prevent either Imperialist or Nazi control of the region. Following that, we launch offensive into Yugoslavia and Greece at the same time. Sweden can be deferred until a later date as they pose little threat to the Soviet Union.
