I have reviewed Comrade Malenkov's files, and have taken a view at his prior work. As the highest de facto member of the Finance Ministry I fully approve his nomination for the position of NarKomFin.

Seeing no additional nominations ((and not much else, either!)), I take it to be my duty to present a discussion draft of the budget for 1940.
Financial Report:
For the period 1 Jan 1940 to 5 Jan 1940, and assuming a DOW against Yugoslavia.
All 279 IC to be allocated to Consumer Goods, to most expeditiously remove all discontent.
For the period 5 Jan 1940 to 30 Jun 1940:
285 IC available
1. CG to be kept at a neutral position, expected to be 25.65 while at war; mid-60's otherwise.
2. Updates and Reinforcements to be maxed out; initial allocations expected to be about 63; as requirements drop, reallocate excess to Production.
3. Supply set to 0; until/unless the level in the Reserve drops below 50,000, at which time Supply set to requirement level.
4. Production receives all IC not otherwise allocated, initially about 196, expected to rise as Update and Reinforcement requirements decline.

However, rather than put the AAR on ice until he returns, I suggest we follow his procedure for formulating the 6 monthly plan which I believe is (it has been a while so I may have mucked up the order):
Step 1 - Formulate IC Budget (Finance) and Leadership Budget (Education)
Step 2 - Formulate Technology Plan (Education), new Laws (Justice) and Production Plan (Defence)
Step 3 - Formulate Foreign Affairs Plan (Foerign Affairs) and Spy Plan (NKVR)
Step 4 - General Staff Plan (Stavka)
Step 5 - Any counter proposals.
The author can call for a vote on their plan which will then be held over 48 hours after the call. Given the circumstances, there will be leniency with imposing the celerity rule on authors to get their draft plans before the Politburo at each stage but it would be good if you could plan ahead in anticipation of the step you are involved in. Other Politburo members and candidates should feel free to add their 2 cents as we progress as things have been too quiet here lately.
Please also let me know if you believe that this is the wrong course of action and that we should wait for Stalin to return.

I was particularly impressed with your solution regarding the backlog of supplies which we have accrued, which is in part due to our successful campaigns in the Balkans. The events since September show that we cannot be too prescriptive as to the allocation of industry as events move much faster during war than during the peace we enjoyed under earlier plans. However, I believe your plan gives us sufficient flexibility for the trials we will face in the near future and no doubt there will be further refinement when we come to the July budget.
I fully support the draft plan in its present format subject to any comments by other members. Well done, Comrade.

Upon reflection, I would suggest amending your plan slightly to have an upper limit of 10IC for reinforcements to cope with the casualty rates from combat. This will fit in with the improving position on updates and should have minimal affect on Production.

Remember, Comrade Yakushev, that voting is only opened when Comrade Malenkov says so.
Additionally, I wish to make one more note in my authority as Marshal of the Soviet Union, and People's Commissar of Justice. While it is true that Comrade Stalin is not at the Politburo at this time, and has not communicated with the Politburo for some time, this is due only to difficulty in communications on his field trip to the Leningrad drydocks. The rumours that have been circulating recently, that the General Secretary would be "suffering from a severe depression and deliberately isolating himself" because of the deaths of our soldiers in the Balkans, are decidedly false.
As such, any attempts by "prominent" figureheads inside the Party to gain additional power for themselves, in the absence of our General Secretary, is not only frowned upon by all clear-thinking members of this Buro, but also strictly illegal. I will personally make sure that anyone who is guilty of such crimes will, upon the return of Comrade Stalin, be banished to a work camp in Siberia, never to return.
Know your place, Comrades. We are all equal.

As for the other issues you raise in your comment perhaps you should consider twice your situation before attempting to identify those who try "to gain additional power for themselves". You were the most recent promotion (and quite a significant one just before comrade Stalin dissapears I must point) and self-defining your role you are attempting to distinguish yourself among the the Politburo by making yourself comrade Stalin's retribution.

If there is an attempt to "gain additional power" be sure he has the means of knowing. So-far, outside your public declaration of retribution I haven't seen any attempt to "gain additional power", merely an attempt to organise the state at least on policy issues.
