We cannot know when our enemies may attack; I defer to the wisdom of the Politburo on whether or not we should upgrade now or later.

((Strictly technically speaking, upgrading later on is a bit better. However, since it's a quite small bonus you get from better practicals to upgrades (each tech level boosts the unit cost by 1% - that's basically what you've to pay with upgrades - minus eventual reserve bonuses), and more or less neglectable. Also - unless we conquer more than Finland, the Baltic States, Eastern Poland and another minor before Barbarossa (in this case either the Yankees or the Tommies will go crazy and dow us) - nobody will attack us before Summer '41 (that's the time Germany is scripted to launch Barbarossa).We cannot know when our enemies may attack; I defer to the wisdom of the Politburo on whether or not we should upgrade now or later.

((Well, for me, the game is something like science. If you play that game that way for a pretty long time, you'll know whom you can conquer, without the allies getting upset on your warmongering (basically the same thing why they dow'ed Hitler - he warmongered to much), which techs give the best cost/effect ratio, and so on. However, playing an Avindan AAR, is something else than playing on my own - just because even if you impose the rule, that supporting regular troops of major parachute operations are also manual, this would - at least with my personal playstyle - resulting in practically all major theaters on manual control all the time, since paras are about 20-30% of my total army, and especially as the Soviets used in gigantic 100+ division assaults across the entire eastern front - in repeating waves, with responsive reserves and so on. Once I pocketed 95% of the Red army on Barbarossa+7 - by Barbarossa+150 the Red Army was more or less not existing, and Panzers just stopping to refill (OK, that involves lot's of luck, but with paras and the right tactic, 50% Red Army encircled in the opening Phase of Barbarossa is normal - the other way round, the target is to isolate and defeat most German Panzer divisions, in Commando-like assaults - against the AI, -80% German armor loss is possible).))((With all this meta-gaming I am inclined to take a stance that the world is going to end at 1938. According to the prophecies of a forgotten monk in Kazakhstan, men in steel boxes will emerge from the West, while men in floating still beast will approach from the East. If the end is happening at 38, we have to be prepared for a Super War by 1937. Comrades !!! We only need tanks and upgrades... BUILD TANKS.. Scrap trade, scrap intelligence, scrap techs... THE END IS NEAR !!!![]()

I support this plan.
Comrade Yakushev, it is 1/3 of disposable IC following the vital production of consumer goods. The budget allows any and all unused IC from the Upgrade to be moved to Production.
I fail to see how inflexibility is occurring.

As for the distribution of our science projects, shouldn't we first have an idea of the available leadership and its allocation to diplomacy, science, intelligence and officer corps before discussing the project queue?
Aleksandr Aleksandrovich Yakushev - Chief of personal security, NKVD
It is good thing that I am Minister of Finance and you are in security eh, Comrade?
I made a suggestion Here I can repost it if necessary.
((Best wishes for a speedy recovery to NovaTheorem. If necessary, I can perform his duties until he is well enough to resume them. If any candidate wants a nomination feel free to pm me. ))Ladies and gentlemen;
Comrade Soldatov is unable to continue with his duties at present, as he has been in an accident. ((Novatheorem PMed me to say he was involved in an automobile accident; no details, but I believe him to be fine, medically.)) Therefore, one of two things must happen: we must promote a candidate member to full member, or a full member must take on the additional duty ((and vote)). I await proposals from the full members of the Politburo; candidate members may appeal to a full member to be nominated for the position.
