Tsunami has taken me from ~2k pop to ~60 pop, twice today

I like some randomness in terms of disasters, but for very early cities it'd be nice to see more on the scale of thunderstorm fires and less "lol gg" map-wipe, where over 99% of my buildings and citizens are just plain gone.

Is this just very bad luck? What's a noob to do to mitigate this particularly awful disaster, at the point in the game where there's not much budget and landscaping might be locked?

the game is too easy without disasters. your situation is just bad luck. if your city gets wiped out early, just start a new game.
I've started saving the game periodically, so I can re-load if there's another goddamn tsunami.

"The save-scum also rises," and all that.

you might want to turn the disaster frequency down a bit
The frequency is fine for events which are not super-early tsunamis.

It's not the frequency, it's just that one event.

Tsunamis are a special case because they're actually bugged. No matter what you do you will lose most of the affected population, because evacuating citizens doesn't logically separate them from their residences like it should (this works correctly with every other disaster). This leads to citizens disappearing from shelters when their house collapses. If you want to play with random disasters, I recommend landlocked maps where catastrophic tsunamis are impossible.
