Trying to mod out Duchy limit for HRE members

I like to play in the HRE, especially now that we have the changes to the systems, but I am really sick of the Duchy limit. I cannot find it in the Defines file and I cannot find it in the Government files. Is it hard-wired or am I just missing something?

No, a rank limit (HRE members can only have duchy rank, save for electors).

Could we possibly allow Emperor's country to increase the government rank to kingdom level?
It could be demoted back to a duchy if it loses election and is not an elector.
