I cannot download Utopia or other DLC for the game it only allowed me to buy Apocalypse, I just wanted to know if there was a way I can transfer that content without having to buy it all over again as it is not cheap and I love the game . Please help.

There is no way to transfer content between the console and PC editions of our games I'm afraid. They are effectively separate games.
your best bet if you want to get the content again is either wait for a steam sale
or check fanatical.com
they tend to get sales for steam games more frequently
Btw. I own almost all dlc on steam but I only play on console now. Can we get more than 50 percent for old dlc to add them to my collection?

i mean to be fair they tend to sell the dlc in expansion passes which are actually cheaper than buying the dlc on their own
its roughly 25-30$ for each expansion pass (prices vary depending on console), and each pass comes with 3 dlc
buying each dlc on its own would cost you 80-90$ all together
technically buying the pass is a 50% discount if not more
