So you're saying conquering the world is difficult now? And that's a bad thing? The game isn't JUST about world conquest, nor should it be. I personally think it's absolutely fine as it is, wars in this game are still super short in comparison to reality, for example, the conquest of Granada in 1482 took 10 years, in game you can do it within months.

I, and the majority of the community, are not bothered about world conquests, so why should they balance it around that? It should be near impossible to world conquest imo.

The Maginot AI this patch is extremely obnoxious. Sieging forts has never been a fun or interesting part of EU4 like battling enemy armies, juggling AE, or manipulating diplomacy are. Contrary to popular belief it also doesn't "improve" the AI to spam them, as they're an inefficient investment. You don't see top players building or upgrading forts outside of very specific scenarios.

Ubiquitous forts certainly make the game more tedious. Some might argue that going for a WC is already super tedious, but this is vastly overstated. A WC game remains interesting until about the last 25% or so of the world is left, which puts it about on par with an average game of Civ or Total War. The people complaining about WC tedium are likely the ones not doing WCs often, and are using motivated reasoning to denounce a playstyle they didn't like in the first place
I wish I could upvote this twice.

I've raised this before, but there's an issue of culture here.

A lot of EU4 culture comes from the idea of mass-blobbing. Meanwhile Paradox have pushed the game more in the direction of tall play. I actually agree conquering the world should be very hard and near impossible (and this coming from someone who plays the game almost exclusively to WC) but it goes against the direction I think EU4 has taken in previous patches.

For example, I've never thought about doing a WC on CK3 cause it just doesn't feel like it fits the feel and vibe of the game.

I'm trying to do the three mountains achievement

...

it's just wayyyy too tedious now
This is a little like saying "I'm trying to free-climb the Empire State Building with my bare hands, but it's just so TALL". The point of the achievement is that it takes a lot of effort.

Hard agree! In this, and in most of the other games, it's hard to find something that is as dopamine-rewarding as painting the map. Most of the most interesting gameplay involves combat or conquering. Other forms of interaction take a lot longer, and once states get over 100 development, they hard reject a lot of diplomatic actions.

The game isn't balanced around the ease of conquering the world, nor should it be
It might not be balanced around it, but the balance is quite skewed towards it, sadly.
Thank goodness we have mods to fix that.

Again, I think people are conflating difficulty with tedium. OP is complaining about the latter.

Believing that WC/mass blobbing should be difficult/take a lot of skill is a reasonable position. Saying it should be tedious and irritating on purpose is highly questionable to me. WC is currently fairly easy (and the game rewards you for doing it) but it's also miserable to play.

One thing interesting about forts now, is while the AI builds forts now, they will still delete forts if they are heavily in debt. However the solution to high level forts has always been more cannons.

Despite my earlier comment, I've had my first game into the mid-game on 1.33 (since constant crashing on Mac put me off playing).

I can kind of see where the OP is coming from.

I'm not just saying you should be able to breeze past forts into a World Conquest, but the game is extremely tedious and gruelling now. I enjoyed every single World Conquest I've ever done. I wouldn't enjoy one on 1.33.

I'm comparing it even to say 1.30 when provinces cost more (in every regard) and there was no monuments. It's not a difficulty issue, it's just incredibly painful to spend a whole game sitting on high level forts.

Some of the smaller tags in the Arabian peninsula with 3 dev land will still build level 3 forts as soon as they can. It's a bit of a joke.

There's also the fact that performance is worse than 1.30. Don't even get me started on the natives.

Just to be clear, the game should not be geared towards the minority like myself who play this game to conquer everything. But it is a bit of a symptom of a wider problem when playing the game past 1550 is extremely unappealing.
