Truly 'Tis

So I can't even remember if this is in Victoria 2 or original Victoria...

But I remember a dialog going on about amazing progress or achievements or something... and I think the player's response was "Truly 'tis".

I remember loving this dialog, and indeed "Truly Tis" has worked its way into my vocabulary as a result, but I can't find it no matter where I search. Am I crazy? If I'm not does anyone remember this dialog and its text?

I sorta remember it but I am not sure it is in Victoria II. It, I think, in one of the colonial events. I have no idea which though I am inclined towards the Golden Age of (Your Capital), an event in Victoria II. I have Victoria but i haven't played it.

Searching localisation i found event 29900.
Searching the event folder after only lists it as a RGO Spread events, but the event files si empty now in 3.04.
Turns out it was still around in 3.30.

Probakly due to this in 3.04:

Effects of Machine Tools, Tractors, Nitroglycerin, Distribution Channels & Electricity inventions are now
country wide instead of being spread through province event spam
