Just a bug report. This was mentioned in another thread on the latest version. Belligerence of UK started exploding in '41 I think. Then USA. This is the situation now. This had fairly serious gameplay effects such as US/UK at one stage being at war, and a bunch of minors periodically declaring war on both.

hm, I just to throw my 5 cents in.
I know this issue from my own project. I'm not totally sure, but I believe this problem occures when a country has occupied a neutral province - this generates XY aggressivity per day. After YX yeara, the aggro is around the thousends.
I don't know how it's possible, since the gameplay mechanics should give back occupied provinces when occupier & owner not at war.
In my project, the situation is created by event around Persia. Persia goes to war aginat Allies and SOV, as soon teheran or VPs are occupies, there is a peace evebt which gives all province to SOV and ENG, except Teheran.
If SOV has at least 1 Division in Teheran, the province will stay occupied, even if there are commands to change control for both, SOV and PER. After that, SOV get XY aggro per day and ends with a value of around 4000 at '45.
I'm pretty sure, this situation has a comparable cause. Maybe you have to check allied events that changes controls/ownership.
@Camcolit you may have to check your savegame if theres any neutral province occupied by ENG/USA to find the bug.
