Of course, but what would Norway have as an advantage early on in the game? An early takeover of the whole region is plausible? I always attack in day one, if possible. However, Sweden must have guarantees from the UK/Germany?

You don't have to win to play as a country. I find plenty of challenge in playing Norway and seeing how long I can last.

First of all you should start in 1933 to get time preparing for the coming invasion. Then you want to get to know the strengths and weaknesses of Norway. Weaknesses:
Perhaps Norway's greatest weakness is it's small population.
Another weakness is military technology. Going from being well prepared during the Great War to having a dramatically cut military budget up to 1940.
Small industry. Now for the strengths:
Huge merchant fleet. More useful in HoI3 with it's foreign aid system.
Decent sized fleet, though outdated.
Terrain. Your greatest asset for survival. The mountainous land and cold winters gives Norway one of the best natural fortresses in the world.
Now lets get started. If you're using automated trade, check what you want to be traded. I always leave it alone except stockpiling money as Norway have not much need of any specific resource. Except energy. I suppose hydro power isn't a part of the game. If IC is automated, do NOT make it apply reinforcements. I'll come back to this later. Before we let time fly produce industry for one region. I always have one industry being built at all times. With the single slider movement I always put one on hawk lobby as Norway generates too little money for it to be a vial strategy.
Let's talk tech. I recommend you to use the few improvements I have dug up as you're going to need all the help you can get fending off the coming Germans. Having limited time I recommend specializing a few areas instead of being all-round good. It should be obvious what you should research on Industry. You should also drop techs such as radar, nuclear and rockets as there is not enough time or industry for them. I have researched medicine a few times, but I think it would be better to leave that alone as well as it seems to do too little. You can also leave out Synthetic Oil as it won't be a precious resource to you.
On Infantry you should go for improving mountain troops. They are already of a higher standard than regular infantry and they make better use of the terrain.
Armor & Artillery. You want to specialize here, too. I always go for improving artillery as I believe it suits defense the best. You can choose something else if you see it fit. Improving static AA and anti-tank artillery is good, too when the time comes.
Land Doctrine. I always research field hospital up to date because Norway need its manpower. I admit that it might be better leaving it alone because of the little impact it seems to have. Of the warfare focuses, Light Infantry, Defense or Superior Firepower seems to be the best options. I usually pick Defense because it depends less on equipment and focuses less on attack, too.
Navy. Nothing to do here. ASW perhaps.
Naval Doctrines. You're better off improving doctrine due to time constraints. Make sure to research Base Protection as it speeds up coastal fortification production.
Aircraft. Nothing to do here, either. Do note the modern seaplanes if you imported my techs. They are useful on your CA ships. As all generals know; information is power.
Air Doctrines. Nothing to do here.
Now lets see our options on production. Historically, Norway used to import a good amount of equipment. But it seems Norway doesn't fit into HoI2 as it is too expensive of an option.
With the lack of manpower you want to build equipment and a good defense. Unless you spend money on a Recruitment Campaign, you have enough for two infantry brigades. I'm looking at you, artillery. Building equipment for the navy is also very friendly with your low IC. Drop planes. They eat up both your time and IC. Drop navy as well as they are too outdated. Though, with a little tweaking in strategy, building navy could be worth the trouble. Submarines, perhaps. Make sure to produce at least one coastal defense and AA in Kristiansand and one land fort in Ålesund and Oslo. These are regions that will see some fighting if you follow my advises. Also make sure that you have upgraded your troops for 1940.
Now onto the map. Notice the terrain I talked about earlier. Also notice the few places the Germans can make coastal invasions. They are Oslo, Kristiansand and Ålesund in South-Norway. You start with six infantry troops so you can do what I do. Put two divisions in each of these regions. Forget about North-Norway. It's a lost cause defending it. You can do the troop movement if you research supply transport of 36 before 1940 to save resources. Give each of the regions a good general. Norway have two generals with a skill level of two and one with a skill level of three. Also opt the troops defending Ålesund and Kristiansand to upgrade to mountaineers due to them defending mountainous regions. But what about troops coming in from the north? Your navy eases this problem. I always put the entire fleet in to one division. This may not be the best approach, but I'm not particularity experienced in naval warfare. Norway also have a surplus of troop transport ships. I usually keep two or three of them around so I could potentially flank the Germans. Though I have never seen a good opening for this to be a good strategy. The rest of the troop transports I sell to the United Kingdom. Gives you some cash and manpower for you to produce another infantry brigade. It also helps the UK with troop movements.
The thing I do is put the fleet in the west, like Bergen. During the war I can use them to attack troop transports, which Germany tends move unprotected. Do this if you see that the land defense won't hold. You can also patrol the coast with the fleet, but I don't like to do this if there are no allied ships aiding you in the area. You don't want to waste your ships. See to it that they don't serve without being well repaired. It's likely that Germany will manage to sneak some transport up north. Your coast patrols will now also raid convoys. Optionally you could sell all your ships to get the manpower to produce another land division.
Last thing is your only planes. One interceptors division. Just remember to give them the general with the highest stats.
I believe we are ready to let time fly with extreme speed. Lets talk about the few events along the way. First we have the general election. Use this to reduce dissent. Support the right. Why not. It gives you the ability to slide more onto free marked in politics. You may want to save before doing the election in case it goes south. You can't afford more dissent. The money you collect along the way can be used to improve your intel. I recommend saving the money for recruitment campaigns during peacetime instead of supporting infrastructure or research. Make sure that you always have a hundred in cash in case of a bank run. I find the country's bad infrastructure helping you against the Germans.
When the war finally hits home you can finally enable the IC AI to reinforce your troops. Let manpower hit zero before enacting a partial mobilization to get the most out of the quality training. I recommend prioritizing reinforcements to make sure your men always performs as close to 100% strength as possible. I don't let the foreign legion join because of the drop in morale. You want your little army to have the best fighting spirit it can get. Also set your interceptors to air superiority if they can't scramble.
