I started a game as Sweden recently, it's going quite well. I have a healthy profit, an expanding colonial empire and I'm hopefully about to make Russia give me back Finland.

I have also begun massive industrialisation of the Goteborg state (little bit the Capital's state too) and I have now converted all available POP in that state, so I converted the Fishermen in Bergen to craftsmen and after a few years now, I think, they are all still there.

I'm not sure if I'm doing something wrong. I have the conservatives in power, I I've had them upto 100% tax but, even with no cash reserves they don't move.

Anyone got any ideas? There are jobs vacant in the state, and I'm starting to fall behind with the industry.

in my experience, national pops will generally always try to migrate within the nation, whether this be to your colonies or other states. if they have high militancy (6ish seems to be the threshold) they will start emigrating out of the country to another.

keep in mind that closed factories count as job opportunities. another thing to keep in mind is that unemployment benefits will prevent the pops from leaving to find work. (i dont know if this keeps them from migrating with high militancy though). If there is no work and no impending opportunities (closed factories) they should migrate, i've had pretty good success at getting my pops to migrate within country by just converting excess craftsmen, that is craftsmen in states without factories.

The sure-fire way is to create "spill over" in the farms, and then convert them when they arrive. However the last pop will not migrate from the province per wiki

You should check that pop's page and look at it's needs and cash reserves. Also make sure to never enact unemployment benefits.

It's pretty easy to make craftsmen pop migrate. I had taxes around 49%, the craftsmen had cash reserves around 97 pounds and they migrated anyway. Under some conditions, craftsmen can actually GAIN money while being unemployed, so maybe this is why they're not moving.

Yeah, the cheeky beggars are still making money despite not having a job. I wish I could could start making savings while not working. Some of them have over £200!

I'm just going to leave them and see what happens.
