Trouble with emigration

Hi guys, I am playing Victoria II and I have a issue. It is a problem with emigration system, I'm not sure it is a bug.
The problem is described, in the game, as Internal Emigration. And it just occurs with countries in America ( except USA and Brazil) and Africa, i think. The peoples of these countries don't emigrate to other countries. Instead, they are going to nowhere.
The country loses population, but not other has your population increased.

Do you have the same problem? Is there a way to fix it?

People can emigrate from Brazil and the USA, but they cannot emigrate from colonies.

However, I have played a few games with USA, Brazil and Australia..... And even so, I never have received a Mexican, Platinean, Andean, Caribeno, etc... emigrant. Even though my country was the largest immigrant receptor.
If i remove the South-American immigrant buff, the Argentina population has a several decrease, but no other country has a single platinean emigrant...

How to fix this?

Pops from the americas won't emigrate from their countries, if you have a look in the files I think the chance for emigration in the americas is like -10, which essentially means they will never leave their country

BUT the Americas have a huge buff towards immigration attraction
