On the website, I downloaded all of the DLC, and they all had steam activation codes except for MTG and La Resistance. I don't know if I'm just misunderstanding it, but I checked on steam and they aren't there either. I already paid money and am now a bit worried that something went wrong. Does anyone know why this might be? Could someone please explain?

Where is your base game for Hearts of Iron IV ?
All of what is showing in your screen capture is DLC's, you also need the full game installed.
The following assumes you were already using v1.9.3 of the game.
First, go to your Steam Library, right click on HOI IV and go to the BETAS tab, and be sure it is set to "NONE - Opt out of all beta programs" then wait for Steam to upgrade your game to Collie v1.10.1.
Next, did you buy BfB through Paradox or through Steam?
If you bought it through the Paradox website, You must take your product key from the email and enter it on Steam.
To do this, go to the Steam Library again, and in the bottom left click on "ADD A GAME", then enter your product key in the pop-up.
BftB should now show up in Steam and in the game.
If these don't work, go to the Tech Support forum, they will help you there if you play nice.

I did buy it through Paradox, and my issue isn't any of that, it's that I paid for the DLC and it isn't giving me a code to redeem on steam.
You should have gotten email(s) from "noreply@paradoxplaza.com" with a title line "Your Product Keys From the Paradox Store", maybe it went to your spam folder?
