Trouble promoting

I'm Germany in the 1870s. Struggling with wars and trying to liberalize, but it goes okay for a first game. I have big problems getting enough craftsmen and clerks for my industry. Especially clerks, only have 0.4% of my total population of them. I fail to understand what makes them promote. I have low taxes on all three tax groups. Should the poor have high taxes to avoid the poor to advance? Since the craftsmen is in the poor group at least. Need help! How do I do it? I've used all my 2, now 3, NF points to encourage these two groups, to no avail...o

I'm currently loosing 500-800 craftsmen a month and gaining ~10 clerks a month. Poor taxes 9 %, middle 14% IIRC.

First thing you should do when the game starts up is promote bueracrats and set your admin spending to 100%... once a state gets to 80%+ admin efficiency switch the NF to another state until they are all nice and bright green on your admin efficiency map. Then when you promote other pops it goes MUCH faster.

I tired promoting clergy from the start as Japan, and I gained .01% in a year... tried it later once I got my admin efficiency up, and it went faster than .01% per month.

I have four times the advised buerocrat number, as it went faster than I thought to get the right number. But thanks anyway.

OK, so I'm now in the late 1880s and things a not looking better. I had a short while when the craftsmen gaing a little for a few months, but that's long gone. Had 304 industry score at best, have 268 or so now. I'm #2 in the world total, #5 industrally. But of those four above me, only the UK with 3k+ score has more than 100 more than me... Compared to V1 where I had some thousands now...

I found a thread with some changed text files of capis and craftsmen though, which is said to fix things. Will check it out now.

Scratch those files. They made the game crash every single time I tried to load a save until I deleted them.

I have the same problem with Sardinia, the only workaround I found is to promote craftsmen (promote clerks doesnt work, I have the same sliders as you, pretty much) It sucks to use your only NF on promoting craftsmen all the time though
