Yes I realized that, but is there anyway I can trigger a generic event for a specific province? It's just that I want to create a civil war type scenario for a Germany game I'm playing, and want to have a socialist (or communist) north against a right-wing south. And while editing the save game is all well and good, being able to alter the conditions in-game without having to quit and reload would be great.

you can make events that fire for specific provinces, check the examples in the file db/events/province_owner.txt

I guess what you could do is have an event that if x province comes under rebel control, the result is a communist revolt in Germany, perhaps easiest to model from there would be to make a new nations for your communist state in Ger that would gain independence from GER as part of the command for the event once it fires.
