Anyone noticed that with 1.03, we can't trigger all events like before? Now the will only trigger if the conditions are met.

I tried to do the civilised event for china and even with the conditions met, it did not fire 
I think it might have been un-intentional, because it was not listed in the list of changes that accompanied the download.
