Is there a reason the Holy Roman Empire suffers from the 'Occupation of Rome' triggered modifier? And I'm talking about going Greyscale here.
If memory serves, Groogy did make a note about changing that during one of the feature streams just before Emperor launched.
As to the 'Subjucation of the Papacy' modifier, I personally don't agree that the HRE emperor should suffer from it if the Papal State is a part of the Empire and the emperor goes for a Revoke. But I do however understand that it does make sense in terms of game balance/ logic as well as thematically.
