Is it possible to covert tributaries or client states into satrapies with breaking relations and then re-vassalising them through conquest or diplomacy?

Yes, but only if you have at least 150 territories, they have at least 40 territories, and they have access to Persian military traditions (which is the main limiting factor).

Thanks. I’m Playing as Armenia, and I’ve got Cappadocia and Pontus as tributaries, though Cappadocia fulfills the requirements for seeking a closer relationship. Pontus’ loyalty is low, and if I give Pontus’ territory to Cappadocia following the rebellion, then I’ll be able to make Cappadocia a Satrapy. I’ve got nearly 150, and am engaged in a war that I am very much winning that will result in me having enough territories.
