Tributaries hiding in their overlord's land

Another problem caused by treating tributaries as subjects -- the annoying issue where tributaries hide their troops in their overlord's land and you can't get military access.

Fix tributaries please. No longer treated as subjects would be a huge benefit.

Tributary's as subjects was never the best decision, u can see that from the huge amount of unintended game mechanics, the real question is what would be a better option ?
