I think that this would be a relatively easy fix. Currently, the tribes estates spawns too many rebels due to unrest from overextension. For a large horde like in my Najd game, going too high on overextension causes a tribal rebellion. Despite my best efforts it numbered more than 900k soldiers. This is impossible to deal with for any nation. Even with my 450,000 soldiers, it was close to impossible to deal with. I think that a hard cap of tribal rebel spawns at the force limit of a nation would be a much more fair way to punish overextension.

Yes of course. That is not the complaint. Being over 100% overextension should not cause rebels to spawn that outsize the government's capacity to raise troops (Force Limit). It is both unrealistic and pretty unfair to newer players.
it is perfectly realistic. your civilians outnumber your army. this is true of all states

and new players usually won't expand beyond 100% over extension, if they do they will learn a lesson
