It just makes no seance to me that the steppe tribes can't get their horse archers and cavalry because they can't build their culture and steppe buildings. The same goes with other cultures.

I think adapted 'camps' (for lack of a better word) purchasable with prestige like all other troop-generating buildings would be good.
