on arch linux 64-bit with -threads=1. Patch 2.2 with all DLC (including Charlemagne) local ironman save. Started early middle ages as chief of saameraa. Gradually conquered Romuva territory and kingdom of finland. Reformed my religion. Had a large market city in my capital. Made a serene republic in 796 with my starting character. But then when I click "Laws" button, the game crashes to desktop (all other buttons work, and the "Laws" button worked the day before I made the republic).
On a side note, when I did create the republic, all my vassal chiefs and dukes were of my dynasty, and there were only two merchant republic families that arose, but interestingly both were my family (one headed by my character, and the other headed by my non-heir vassal chief son), and both had a house title of my family name in their demense. I don't know if this is considered a bug or feature as I don't think there should be two competing merchant "families" of the same family in the same republic.
As this is an ironman save, I don't know how to share the ironman save file with you to reproduce. I stopped playing the save game when I discovered this error. I just tried reproducing this error on my windows machine with cheats, but was unable to reproduce the error.
