For a while I was refusing to play past the 2.4.5 patch, but I decided to finally try out the latest patch. I started in TOG's start as Ivar the Boneless and have almost all of the British Isles under my control. I moved my capital to Ulster county and converted to Catholic at the end of one of my king's' lives just to adopt feudalism. I went back to Germanic on his death. I thought that once I converted that my vassals could freely convert as well, but they aren't doing that.

The tribals have maxed out upgrades on their holdings, specifically stone forts even though I didn't think that was a prerequisite any more.

Is there any way I can coax them to adopting feudalism?

Do your vassals have fully upgraded hill forts? Pretty sure that's a requirement.

They do... and I'm pretty sure it is no longer a requirement. Could our unreformed heathen status be the barrier? I thought all religions could convert if their liege was feudal.
