When I raise my tribal authority, my council gets more and more powerful. By the time I reach full tribal authority, they have all their powers, which sucks when I convert to feudal/merchant republic. No way around this?
No! Only way is to keep TO on minimum as long as possible and when you have a some what stable realm go straight for feudalism. When you build up a good realm you should be able to abolish the council again.
Once you're a large feudal empire, you actually want your council to have full authority, because that allows you to get Imperial Administration. After that is when you start taking their authority away.
