So i started at the Old Gods dlc starting point and took it upon myself to play as the count of Cherson on the coast of the Black Sea. All's gone well so far, excessively so, with the magyars and khazaria getting absolutely destroyed, affording me the opportunity to slowly but surely conquer the duchies of Crimea and Cherson, which in turn has lead to me becoming king of Taurica.
I didn't pay much attention to it until now, but it seems every single holding i now have (save in my capital of Cherson) is a tribal one. I've looked it up and i *should* be able to convert them to castle or city holdings, depending on which buildings i have upgraded. I don't have a ton of money, but i've poured all that i do have into upgrading one county into having a stone hillfort. Yet i don't have the decision to convert the holding, and i have no clue as to why.
I should be able to; i'm orthodox, i'm not a tribal nation, i am the owner of the county and holding, the holding has a stone hillfort level 4, i've even checked technology spread to see if that's the issue, but the county has all the technology required.
The decision just doesn't appear. Is there something i'm missing?
