Tribal/Feudal Bug

As a tribal Norse with Elective Gavelkind, some vassal holdings upgrade to fort and get random cities on succession. New kingdoms are created and some vassals get random forts even when I have not upgraded to feudal and these holdings do not even have the needed technology for stone hillfort. I think this is a bug.

That savegame appears to be in .txt format, I tried to manually change it to the CK2 save format without luck. Care to upload it again?
