As a tribal Norse with Elective Gavelkind, some vassal holdings upgrade to fort and get random cities on succession. New kingdoms are created and some vassals get random forts even when I have not upgraded to feudal and these holdings do not even have the needed technology for stone hillfort. I think this is a bug.

I had 4 lands. I upgraded my capital to stone hill fort as a Norse king went Christian. Then i went feudal. They all 4 upgraded and i got some city's and churches.
That isn't supposed to happen. You need a stone hillfort in every province to upgrade all of them. Paradox added a new trigger where you get some starting holdings in your provinces when you upgrade but it isn't working correctly, because it does it in new kingdoms and all your provinces.

Stop bumping threads. And there is no bug here, this is intended behaviour.
Maybe, but it doesn't seem intended to me. It seems like a bug. It's a complete change in the mechanics which breaks immersion, especially when on succession sometimes random feudal provinces pop up, even when those provinces haven't been upgraded.

If the realm is feudal, the holdings should upgrade.
That's the point. The realm was never feudal. Sometimes event created kingdom capital provinces from elective gavelkind (I think this is what happens) become feudal. For example a province in Norway would be feudal while the rest of it is not. The faith had not been reformed, it had never been a vassal of a feudal government, and the province was not upgraded. I might be able to find a save as an example.

Beside that point, I personally don't like having the option to upgrade when the province hasn't upgraded to a stone hillfort. I like the trigger that gives city holdings on upgrade, but otherwise the way it was in the last patch made more sense. IMO

There is a province with tribal holdings in the middle of norway where the government is feudal. This happens somehow too. I had a problem uploading the save file. An error.

Sometimes holdings will revert back to tribal on succession as well when the new government is tribal. This may play into other bugs, even though that in itself is not one.
