It seems when happens in a tribal realm they are two problems
1) The factions in tribal realms do not take into account the levys of other vassals in the realm who the liege can call upon once the a civil war begins
2) if a civil war has began and the defender (guy who the revolt is against) is attacked he is able to call upon vassals who remained neutral in the civil war these vassals are then hostile with the rebels and can give the defender a unfair advantage

these two problems may seem minor but in larger tribal realms become very annoying. any chance they will be fixed?

The AI in general take no allies into account nor do DP. All mechanics where army strength matter are a little bit flawed when allies are a big factor e.g.: tribals or nomadic realms.

That is true. One easy way to avoid rebellions is to stay in the offensive all the time. This way most of your vassals are allied with you and are unable to rebel. The flawed thing here that they are still in the faction and are counting to it. So even when the faction rebels, the are very weak because most members are not in the rebellion

Tribal rule needs more polish since the last patch.

I don't know. Tribal didn't get much love in the last patch. They only added the council laws, which made TO useless, except you go for feudal and they removed vassal Levy's in tribal realms on high TO. So these changes were some kind of boring.
The 'don't take allies into account' thing is not really a bug in my eyes, that's why I put in on the list
