As some of who accessed this thread would know, there were some other old threads that require a culturally historical Transylvania and about making more provinces there ( and obviously religion change ). Let's start with some history !
The Hungarians settled in the Pannonian Basin in the 9th and 10th centuries and expanded into adjacent regions in the 11th and 12th centuries, including Transylvania. At the time, Transylvania was divided between a few regional lords who were easily defeated by the Hungarian army.Here, they brought families of hungarians ( szekelys ) and saxons, giving them many priviledges.In a course of time, romanians were excluded from the political life and more or less tolerated. Transylvania remained under Hungarian rule until 1918. During this period, Romanians continued to be the majority population in Transylvania. The Romanian population was constantly mistreated under the Hungarian rule. As our friend wikipedia says, 'Until 1691 Transylvania was ruled by Unio Trium Nationum, the three state-constituting nations consisting of the Hungarian nobility, the Saxon urban settlers, and the Székely peasant-soldiers, with general population, consisted of Orthodox Romanians, deprived of any civil and political rights'.
There are some census about romanian population, but most of them were made by hungarians who said they were majoritary . Screenshot_1.png
A suggestion would be to change the culture and religion of SOME transylvanian provinces. Another would be to create events that fire in time and changes the culture slowly but surely.Another would be permanent claims of Romania on transylvania region.
Developers haven't yet looked at these threads, but I hope they'll share their opinion :)

Maybe give them a province modifier which means that they can be converted to Romanian very cheaply and always have it as an option (considering 1.14's culture changes)?

Giving Romania permanent claims on Transylvania is meaningless, since you need to own and core the Transylvanian provinces to form Romania in the first place.

I might offend you with this post but it is not my intention. In advance I'm sorry.
Okay, let's get right to it... You have flase informations. While it is unknown where exactly the hungarians lived before their migration to the Carpathian Basin, the general consensus is that it was around the banks of the Dnyepr. In 895 the byzantine emperor hired the tribes to pillage the bulgarians, who in return hired the pechenegs to the same with the hungarians. This forced them to migrate to the Carpathian Basin... to the territory of Transylvania. By 896 they pushed to the river Tisza encountering no resistance from the avar population as they essentially had no state there since the 8th century. By 907 the hungarian tribes drove the moravians and the east francians out of the basin, claiming it as their own. There might have been vlach settlements near the Southern Carpathians but since the sources are inconsistent we cannot be sure. To be fair, I see no reason why there shouldn't have been there since Wallachia is so close.
However there was no significant romanian population in Transylvania before the mongol invasion of 1241-1242. This devastated the country so much that it became underpopulated. To replenish the workfoce, king Béla IV had to ask settlers from Poland, Kiev and Wallachia just to ensure that the entire country doesn't starve to death. The poles went to Upper Hungary (today Slovakia), the ruthenians to Transcarpathia and the vlachs (as you know) to Transylvania. However, because taxes in Hungary were lower than those of Wallachia, the romanians kept migrating to Hungary.
In 1541 the Ottoman Empire captured Buda, the hungarian capital, dividing to the country to 3 parts: the Kingdom of Hungary (ruled by the Habsburgs), the Duchy of Transylvania (which had a rather... interesting position to say the least, but for the sake of simplicity let's just say that it was a vassal for both the Ottomans and the Habsburgs) and the central parts were under turkish occupation. Transylvania by that time had a major romanian minority but they were still a minority. The Unio Trium Nationum you mention is true, it was in effect until 1691 but it wasn't in place to supress the romanians but to keep the governing of the land simple.
In 1699 the Ottoman Empire accepted peace with the Habsburg monarchy giving up much of the occupation and restoring them and Transylvania back to the Kingdom of Hungary. However, 150 years of constant war left the country without workforce yet again plus there was a revolution against the Habsburgs during the spanish succession war, so they acivley settled swabians to hungarian villages to... "ensure thier loyalty". Of course this was not enough to restore the lost workforce so they settled serbians as frontier-guards to the south and romanians to Transylvania. And THIS is the point where romanians became the majority.
What this means to the game is: sure there can be more provinces in Transylvania but they should only have romaninan culture if you select the bookmarks after the spanish war of succession.
Again, I do not intend to offend you, so I'm really sorry if did.

To OPs point, I'd prefer an event in the case of either Romania being formed or maybe Transylvania becoming independent, to any culture changes from the start. Too many tiny cultures already for my tastes XD

Transylvania needs more provinces and some of which should be romanian, but transylvania really wasn't primarily romanian at the time...
