No rover does autorecharge. And it's the worst with the transports, especially if you have plenty of them it is a small bit of micro you could ignore... but can't as depending on how you build you risk having them empty, not noticing and a vital trade route killing of something important (or every human being at worst case).

They should rush to a cable as long as one is in range if they know they can't make the journey (this wouldn't work for when you use them to mine resources and carry them though) when on a transport route.

I spent about 70% ingame time on micro managing transport. And i have only 4 Domes.
Looks like need to take break from this game till paradox patch it. I hope it will be in 2018.

You're doing something wrong with drones, resource depots, or shuttles then. Resources will get moved around to where they need to go if you're using them correctly. Transports are useful for getting early surface deposits and moving mass quantities when you need to build something like a wonder, but once your networks are set up they become redundant.
