Transit hubs shares amenities within the system, so you could have a Forge Ecumenopolis with full forge districts and a couple trade or leisure habitat as vacation destination to complement the amenities shortage. Or else I can't think of a single use for leisure habitats.

Warrior Culture.

But otherwise yeah, it's a wasted district type.

It feels very weird that even as a Rogue Servitor of all things, there's no benefit to making dedicated leisure habitats or colonies. Instead, the optimal strategy is to put your bio-trophies near foundries and refineries, even though this doesn't really make sense thematically.

If habitats and planets could be connected, that might be a reason to run Leisure Hab designation, and might be competitive with the new planet rings.

That "unified colony" mechanic would be good for Rogue Servitors, too -- put the bio-trophies in orbit above *any* colony to feed the needs of the robots working on the surface.
