Well, there is always Gimp. I have not tried it myself but from what I heard it's a good (and free option).
Personally I prefer Photoshop but then my employer paid the licens. I would never spend $800 on a photo editing program.

Or you can try shareware programs like Paint shop pro (you can us it freely for 30 days)
I have Paint but when I adjust the picture to 36x50 pixel only a bit of the head is seen, like the screen just shrunk and the picture didn't followed.

You can get Adobe Photoshop on a 30 day trial too...

Alright, now I have a small picture of my minister and I have put it in the pics file.
The problem thought is that his picture dosenät appear when my special event puts him in office.
It's only a unknown picture.
P.S I have written the name of the picture in the inister file so shouldn't he appear?
