Transfer vassal bug

Very bizzarre issue.

I as the empire of Hispania have two vassals.

Emir of Latinum and Sultan of Italy. Now I want to transfer the emir of Latinum to Italy but it wont let me for some reason (want Latinum back dejure in Italy).

Is this WAD? I cannot find the emir in the list at all. I am pretty sure he isnt at war etc.

You can not transfer a non de jure duke to a vassal king. This is WAD.
