Transfer Trade Power Should Not Cost Diplomatic Relations Slot

Title says it all.

Diplomatic relations slots are extremly valuable and should not be wasted on transfer trade power. Therefore transfer trade power is never really used. If it would not cost a diplomatic relations slot but something else then it might be more useful.

Transfer trade power is often used with people you were going to sign other treaties with anyway. (But I have no objection to your suggestion; I just happen to also have no objection to the status quo on this one.)

Transfer trade power is something you can enforce during peace time negotiations. It costs 60% war score. It is highly unlikely that you will form any other important treaties such as alliances with with that target because you fought a war against it and so it will most likely hate you.
