Hello! I would like to suggest you the following extension of peace treaty:

Transfer or destruction of ships.

The war victor can force to reduce the amount of ships, or can force to transfer ships to him.
This thing can open wide opportunities for those powers that initially had a weak fleet but historically improved it.
Such section was included to the Peace of Münster (1648) between Dutch republic and Spain. Finally it allowed England successfully oppose the Dutch trade by its navy during the multiple Anglo-Dutch Wars.
