Transfer Occupation Bug

hi, i have found a bug with the transfer occupation feature.
in my war against muscovy, i cant transfer the occupation of provinces to the subject i wish, i have to transfer it to the only option, which is possible, spanish canada, and than i can transfer it to all subjects, participating in the war.
found on the newest patch.
i know, this is the false section for bug reports, but my paradox acc got unlinked from my games for some reason, so i cant access the section.

Could it be that the subject didn't join the war?
Was the subject on scoutage? Had the subject a truce with Muscovy?

look at the screenshots, all taken at the same date, in the same game, in the same war

That's unrelated. If anything, that makes it likelier that the subject is not part of that one war for X reason, like being on scutage or having a truce, as babuchas suggested.

well as you can see, they are all part of this war. the point is, i can transfer the occupation to them, but i can transfer it only, after i make two steps.
i dont think, they can have a truce or are on scutage, if they are my pu since over 200 years, and i declare without truce break.
and even, if there was a truce, why can i transfer to canada, as it is my soubjekt since years too, with the same truce timer.
