If Portugal moves their capital to S. America, Africa, or some other continent, how does that affect thing like 'Overseas Income' 'Tariffs', etc. and anything else to consider?
I think it just swaps around. Their European holdings become Overseas, and their colonies become their homeland.
If you can occupy a large amount of overseas territory, moving capitol can be a good way to double/tripple your income. Portugal is great for this as they are a small nation at home yet have easy routes to colonising anywere they damn well please.
I would've done this were it not that I can't deal with Scandinavia being called Scandinavian Scandinavia (I own all of North/Middle America) so instead I just built 150 light ships at 20 ducats a pop. Oh well.
