Trams just passes by stops, even though lots of passengers are waiting

Hi
I'm really new to CIM so I've probably missed out on some basic thing, but please help me if you can.
I'm playing the Berlin scenario, and I've constructed a nice tramline. Loads of passengers are waiting at the stops, so I've simply purchased more trams to cope. BUT most of the trams are running empty, and just passes by the tram stops without picking up any passengers. Why?

Trams only stop if you tell it to stop. Even if it goes by a stop, it will stop only if it is listed on the line.
If you played Traffic Giant, I can understand the confusion.

The other thing to remember is that vehicles (buses, trams, metros, etc) won't collect passengers at the stop they enter the line (normally stop 1 unless it is occupied by another vehicle). So if the busy stop is the first one on the line, newly added vehicles won't pick up passengers there until after they have made a complete circuit of the line.
