I think the lack of emphases on training has always been a bit a weak spot the HOI series. Something I would love to see in Darkest hour, in addition to the mobilization slider (which I am a big fan of, DH I think has the best manpower system of all the HOI games) I would like to see a “special training options” that would work like attaching brigades (but they could only be attached when the unit was being built and they cannot be removed, like some of the ship add-ons.)
I would like to see to options “elite training” and “minimal training”. These selections would cause the units to be built with an experience modifier apart from the mobilization setting (to reflect training) and a slight statistic modifier (to reflect the quality of equipment). This would allow the game some of the tactical flexibility that was so historically important. For example the Luftwaffe was highly trained on the onset of the war (arguably the best trained Air force upon the outbreak of the war). But by the end of the war many of the new Luftwaffe pilots had hardly any training whatsoever. Japan had a similar situation. Another thing it would allow the game to show is the discrepancy in the Soviet army of the mass of conscript troop in conjunctions with the Guard units. I do not think the current militia/infantry dynamic reflects this well (since it does not apply to air or armor units, and militia and poorly train conscripts are not really the same thing.)
These would not just be a matter of making the unit more or less expensive but a bigger emphasis on the length and quality of the training.
For example (and this number are just rough cut to explain the idea) if an infantry unit would cost a nation 4IC for 300 days (or 1200 IC days), with regular training. If you assigned the unit for “elite training” the unit would cost 4IC for 300 days, then it would drop to 1 IC for an additionally 150 days (or 1350 IC days). And a unit with minimal training would cost 4IC for 200 days and then 3 IC for 50 days (or 950 IC days.) I am not sure exactly how the experience and stats should be tweaked for each option but. I think that you should make it that IC day for IC day regular training would be e better bargain than elite or minimal training (so regular training would remain the bulk of most armies). But it would allow for some tactical flexibility. For example Germany could use a small group of elite troops to function as a spearhead but use minimally train infantry to garrison the Atlantic Wall.
