Why not have a tech project where u train an existing tech teams skill lvl or adding new training, as new types comes awailable during ages. And also be able to build a tech team from scratch in build que to customize a personal team. It will have low skill value acording to quality if school lvl. My reason to sudgest this is the progress from early 1900 untill sceduled game end (1960?) is hard to make realistic. As a human player you should have more controll.

IIRC there will be no scenario from 1900 to 1960, so this shouldn´t be a problem. But it would be nice if the player could build some university or something like that to generate new tech teams or improve existing ones.

Why not have a possibility of a Tech Team upon completion of a tech have a small percentage of a chance to gain 1 point in skill or gain a trait of one that they don't have from the current tech they just finished researching? Makes sense that they could learn from the experience.

The custom/evolving tech team is an old idea and lots of good propositions have been made, but i dont think its possible to code this in the game. I think it is too hard to implement in the HoI2 game code engine (unless Fernando and Martin pull out miracles out of their asses :D).

I'd prefer their magic hats, great feature or not. ;)

my idea was de4sign for that in mind, I guessed that if dev use existing code for production and research u could create a flexability in thech team evolment. But as Im not have to code I can just guess.

It could be an event based improvement, and the event could fire if a country very often uses the same tech team for research various subjects.
It would be specially good for minor countries, that don't have that much options.

But also the inverse could be true... If you don't use a tech team for a long time, it could loose a stat point.

This was done in AoD and I thought it was very nice, and rewarded smaller countries especially with more research power because they have fewer teams to choose between (which makes sense when you think the Poles had cracked Nazi enigma ciphers in 39...)
