No they do not. I think one of the main reasons is that there is no obvious way to add an expense to doing so. When you train divisions they lose some equipment. That means it is not free.

If they let you simply click a train button for ships what would stop everyone from doing it to all ships all the time during the early build up years? Something that is always there for everyone might as well not exist, since it would be mostly cancelling itself out anyway.

I am sure a lot of players would like to see a way to train crews, but IMO it must be done in a way that stops it from being essentially an automatic choice.

I think it would be a good idea to permit an annual "Naval Exercises" with a limit of 30 days and a cooldown of 6 months. In exchange, the organization drops by half, and you get trained status after two or so exercises.

That's because they don't lose experience when getting damaged.

They do, but unlike divisions, there is no guarantee that ships will take damage while getting in range to fire; this makes it much easier to gain experience.

Slightly unrelated, but unlike with divisions, ships with no experience do not actually suffer a penalty. Though it might be nice to give them a boost early on, it is not necessary.
