Training Leaders

How do I train more leaders? I think Prussia only starts out with like 14 so until I can field more I can field (almost) 5 armies.

You can't I'm afraid. Not in the vanilla, at least.
You have to deal with the given amount of leaders (similar to HOI games)

Check out the mod sub-forum though there are some mods that allows you to add some generic generals to your nation.

Yes but nice mod, or idea should be included to game, when it fix annoying thing.
