Traffic stops for no reason (it seems)

What's happening is that the traffic on the left (where it's red); one car will go, then everything will stop, then another car will go, then everything will stop. The road onto which they're driving (as shown) is green and there is no other traffic going down it: there's no reason for the cars to be waiting as there's nothing coming down. As you can see it's causing traffic problems and I can't figure out why or how to solve it.

Zoom-in like you did in your image, and hit :
Info Views / Traffic Routes / Junctions Tab

Does the intersection show that there is a traffic signal light or stop signs at this intersection ? Adjust them to what you feel is best (maybe remove the traffic signal light and all stop signs).
Why the problem is there, I'm not sure. But maybe it has something to do with the fact that the road connecting the two larger roads (I believe those are highways) is too short in length.

PS: As a general rule, you should never have such short roads. You are only asking for traffic problems when you do this.

I've turned off traffic lights and all stop signs but it's still not working. I might try redesigning the road

I might try redesigning the road
Yes, this is what you need to do. Traffic is programmed so that they need to be able to clear an intersection completely, otherwise they stop and won't enter it until it's possible. This is happening here because there are two intersections too close to each other. Cars need a direct route across the six lane roads without intersecting them, instead of u-turning there.

One reason they stop is, with that small cross section, you have two junctions on top of each other, that always slows down traffic, you ought to use ramps to move traffic from one side to the other so that traffic flows. The other reason could be that if you have just added that small section then the vehicles that were on route will have to recalculate their route before proceeding. Editing roads will always cause delays (as in real life !) and it takes time for vehicles to recalculate their routes.
